If they started buying on market in any quantity they would quickly push up the SP. Once they got to 5% they would have to notify the market of further purchases as a significant holder, pushing the SP up even more. At 20% threshold they would have to move to a formal takeover bid to acquire 100% of shares. At that point they would have to do a lot better than the current SP.
Their current strategy is the way to get a steel. They know what they're doing.
