I agree the risk to reward ratio looks good on ggg, and I believe they are far better than either the roulette wheel or crown for that matter. But there are serious risks and as keyman says, only invest what you are prepared to lose. I'm sure removing the ban will kick up the price, but It will take an announcement confirming a joint venture partner to really put the right price on the stock. Take a look at RXM - good project with government support, but share price is suffering as it is a small cap without a partner and unable to raise the funds. One expects ggg to be in a better position as it has a tier 1 strategic asset - but one cannot be sure.
With regards to your calculations, i would expect any joint venture offers would value the asset well less than the post tax NPV as there will still be considerable project risks (enviro approvals etc) that need to be incorporated into any evaluation.
