That'd be nice on both counts. But $20m might get you the rig on site and down to total depth, but it's not going to pay for a multi-day well test that tells you how much petroleum is there. Also, what contingencies does NOPSEMA need these days? Bight enviro plans / stakeholder concerns talked about 'relief drilling' where another rig needed to be available in case the first ran into troubles!
