I'm no expert in the aircraft industry but I AM good regarding remembering numbers.
I have a strong recollection that (around 3-4 years ago) I saw a detailed listing of the number of airlines per tier and my memory tells me there were 37 Tier 1 airlines (less 1 for Delta) leaving 36 potential Tier 1 customers. Pretty confident of that.
I may be wrong, but I AM a betting man. LOL.
Perhaps there are less now (ie in your figures) due to start-up after Covid-19, however if air travel is business as usual in a year or two, then we are likely then back to around 37 Tier 1s.
