    Can I start off by drilling the numbers to the extent of observing that 400MW servicing 400,000 homes works out at only 1KW per home (doesn't it?). Energy saving lamps aren't burning anything like the power they used to but 1KW still won't go far in the average home. Seems to me we need more MWatts or less homes. Illumination anyone?
