The 2P number is usually quoted as reserves which are the proved and probable estimate of recoverable reserves. . 490mmbbls is what they are planning, and by assumption, that must be the 2P number they are using for recoverable oil.
Mind you, there’s some gas there as well (a couple of Tce from memory), so that will make up some of the difference between the operators reserve number and the 490 of oil to be produced in phases 1-3.
In the end the minuate of the quantum doesn’t matter too much.
It’s all about exploration and appraisal success.
