Basically yes.
Mining analysts will from this figure (NPV divided by shares on issue) factor in the mining jurisdiction, how far away the mine is to production or what stage of production it is in, what is the expected cycle for commodities, what sort of further resource growth can be expected and so on: factor either a discount or premium to the value per share figure.
