As PB was in this space at TNG for at least the last 15 years I'd say he has a few doors he can go knocking on from his contacts developed during that time.
I heard one commentator say construction costs, in the domestic market, in Australia since before Covid have gone up as much as 50% so I doubt it'd be too different in the commercial sector so nice to see SRN signing up with some deep pockets.
And despite the push to keep processing in Australia I think the long time frame to build here due to all the red tape especially with environments and indigenous ok's etc which has to be done for the mine site then if you process onshore you have to do it all again for the processing facility makes, IMO, shipping offshore for processing the quickest and, most likely, cheapest option to production.
