Chris Skidmore published that article three years ago, and nearly all the forecasts in it have now been proven wrong. Green Giant, in Madagascar, has gone nowhere. Even his comments about the origin of the graphite betray an ignorance of the timescales involved, where he talks about plate movements, thinking of the current positions of the plates involved. Since the graphite was apparently formed about 700m years ago, and things have moved a great deal since then, recent movements along the African rift zone don't matter very much.
At the time he wrote the article, he was probably not aware that, with the Balama ore, the vanadium separates cleanly at the first flotation step.
Overall, it was a brave try at the time, clearly intended to pump Energizer, but, sadly, hindsight shows that he got almost nothing right.
