Unfortunately that's not how a ROFR right works. This "certain" ROFR right you mentioned, or any ROFR by definition, is only triggered when there's an offer on the table which Vango willing to accept. If Vango decided to develop it by itself, there's no right. BTW, better hurry up because clock is ticking.
