Laws a illogical and stupid. It's the same with marijuana, all the evidence suggests it's less harmful than Alcohol yet it's illegal while alcohol is feely available. Thou I concede that smoking marijuana may be harmful to the respiratory system, more recently I given some that was rather rough to smoke so I have put into carrot cake and found it quite pleasant.
