The problem is the guvnuts will suck the last breath out of it like they are doing now .

Any quiting material utensils should be free by now the amount of money they have sucked into the system very quickly i mite add .

There will be smokers outlive non smokers always has .

So the health cost is neutral to the medical system perhaps?

All the health equipment etc is not redundant when the last smoker gives up !
