I think the VC offtake agreement has not yet been signed because it is possibly tied to the SPV venture. Maybe VC is playing hard ball re their participation/involvement in the SPV venture and ECT is not yet ready to commit unless all the other players put their money where their mouth is?
In today's announcement Kos said they were planning for the construction of the plant. Does that mean they have informally identified the potential SPV partners?
You couldnt plan unless you had a commitment from cashed up parties?
Just my opinion.
