You dont mine the lot and strip out graphite. Using latest mining techniques you can target the veins and from surface. Minimal capex.
Not looking to compete with SYR or LMB etc who dig the lot out and strip requiring high capex. On top of refining to higher TGC. Looking to produce high niche graphene oxide. Might be abit early to ask

You just follow the veins. You dont dig the whole ground up requiring high expenditure.
Thats the old school method. Modern techniques dont do it this way.
BBR vein does not need to be refined to 99% as they are naturally very high purity TGC. Refining destroys unique graphite properties which is harder to produce graphene.
Sri lanka is supporting and pro mining since conclusion of civil war in 2009. Country is supportive of foreign investment into mining. Also offering 12year tax exemption on certain conditions.
