On other matters NRW is not the only pool market now in Germany.

"Virtual power plant "Next Pool" approved in all control areas
By: Next power plants
Date: 8 July 2013
Virtuelles Kraftwerk aus Erneuerbaren Energien für den Regelenergiemarkt
With the successful prequalification in the control areas of all four transmission system operators, the Cologne-based company Next power plants reached the Germany-wide market entry in the Rule energy.
Since 07.08.2013 the virtual power plant "Next Pool" is authorized in all four control zones and then marketed the flexibility of the associated decentralized electricity producers in West Germany. In particular, biogas and wood heating plants are suitable for the provision of balancing energy from renewable sources and are accordingly heavily in virtual power plant "Next Pool" represented. Total Next power plants since the beginning of 2012 could prequalify a flexible plant capacity of 119 megawatts for the segment and 53 minutes reserve megawatts for the secondary reserve segment.

This is very important IMHO, CFU may only be getting the subsidy in NRW but VPP pooling is now acceptable for the whole of Germany.
So Heinsberg and NRW is the centre and the pressure to adopt similar measures in other areas will increase in time.
There has also been the release of an article in a Dutch installer magazine "Total Installation" on Bluegen.
