The Fin Review has just posted an online article about the Vertigan Report.
It starts by saying that Vertigan has delivered a model that should please the ACCC, Richard Cottee and the APA, which is pretty amazing.
As for our beloved leader, the article says that Cottee, who runs Central Petroleum, the Northern Territory's emerging swing producer, was one of the driving forces that corralled the nation's energy ministers into support of the $800 million pipeline that will link his gassy chunk of the NT to east coast gas markets sometime after 2018 and he is one of the few pipeline customers that has put his head above the parapets through the long debate over pipeline access and pricing.
The Fin rightly points out that Cottee was noisy in his conviction that gas production and exploration was being dangerously constrained by the pipeliners that were extracting too much of the new margins being generated in domestic markets that were being left short supply by the growing demands of Gladstone's three liquid natural gas export platforms.
The article says that Cottee wanted a lot of things to change but he was, to a large degree, agnostic about how that might happen.
"The plan offered to COAG on Wednesday meets just about everything Central's man wanted with the caveat being that that the economic principals that trigger arbitration and then guide the hand of the arbitrator are fit for the purpose defined by Vertigan".
