This is a great change . It essentially means they can start production and while waiting for the U price to increase , the can make money , stream line production etc . I would suggest based on locked in contracts and time to production PEN have at least 3 years for U price to move higher . We know U price can move quickly so that gives plenty of time to see significantly higher prices. A great move that decreases risks while maintaining upside
