The reality is the SP is held down.
When junior "explorers" SP could rise by 10s and 100s of percent just by "nearology" why would not the SP of a company that is a "imminent" producer in near term moves south and nearly flat lines.
When people are so confident that SP will either go down or stay put.....THEY are part of the games played.
THEY think they are smart but they are the losers in the case of PEN.
