I think that one's pretty simple. They weren't ready to buy when the price was 2c - for whatever reason. They either didn't have the funds or they weren't sure where the SP was heading. The buy side has been quietly building, so some will be thinking it has found a floor and will soon move up (especially if long overdue news comes through).

You could also say why will people be buying at over 3c next week or next month when they could buy for 2.5c today.
