Japanese business is war WITH YOUR COMPETITORS. Japanese business isn't war with your partners. Now I'm going to say it - "that's not how the Japanese do business".
Please reread @Mephesto's excellent post and learn something. I've lived in Japan, studied Japanese business at a Japanese business school and visited Japan often for work and play. @Mephesto is spot on.
The only thing that puzzles me is why Fujifilm initially signed up to a 90 day option on a complex deal when they must have realised that their decision-making methods take rather longer.
