IMO i think we need more details on all of this, IMO it's better to wait till the prospectus is released to make calls on if there is a signed agreement with the Chinese government.
In all of the media releases i can find none state that there is a signed agreement with the Chinese Gov.Head lines like this one.

Then go to story and this is what is writen
"Content enabler and technology provider TV2U has announced a strategic alliance with Stereoscope Cloud and Vector International to launch its TARA TV service into China. TV2U’s technolo will be used by the Chinese government to launch a state-owned video streaming service in a bid to significantly reduce piracy within the region."
It states there is an alliance with stereo and vector, not with the Chinese gov.
