Frankly they all be sacked by way of doing away with states. Some other Westminster type parliamentary systems such as NZ and the UK don't have this slicing up of a country by way of "states" which entails separate governments all pulling in different directions. And it seems their countries don't fall apart with not having this two tier government system( federal and state). What we have is a historical legacy that is hard to justify nowadays . I wonder what a referendum would reveal if anyone had the guts to do it.
