The Government also provided for $1 million for a study into the infrastructure needs of the Latrobe Valley's mining industry.

The study will look at whether rail, road or port infrastructure would help the region enter the export market.

Resources Minister Peter Batchelor says as technology develops, there may be a market for brown coal products overseas.

"In any event, whether it's for use in Australia or overseas, we need to look whether the roads are satisfactory and go to the right places," he said.

"How would they get it out and through what port and what ship-handling facilities are needed to deal with the bulky nature of the material?"
