    House opposite on Peninsula was on about 2 acres.
    Approval to put 8 units took 2 years, and the old house was deemed "heritage"

    Then the indigies conducted a survey for Aboriginal artifacts.
    After 9 months the developer paid them $450,000 blackmail to leave
    blakmail was what they really wanted.

    So 3 years on, costs have doubled, the housing is being built.
    Who pays - the ordinary householder.

    Victorian govt at its best.
