There is a new 1,100 prisoner capacity jail sitting empty between Lara and Geelong and there is a new court complex in Wyndam in Pallas's own electorate about to complete but will sit empty as no funds in the May budget were included to open and use the new courts.
What does that say abouty the state of the finances.
