I heard Dr Mike speaking on an ABC interview and I think I remember him saying the logic behind securing permission for multiple sites was that so they didn't 'put all the eggs in one basket'. So, if they start work at one site and e.g. an environmental or technical issue arose with that site, then they didn't have to go back to the drawing board and stop work whilst they find a new site.
