Probably the 2nd lowest rate because crimes are not RECORDED unlike in other States , where those who riot are charged and then most likely results in a recorded conviction , while in Melbourne if a rioter or home invader is charged which is a rare occurrence then they are even less likely to be convicted as weak police and even weaker judiciary -hear no evil see no evil paradigm playing out .
Also many victims in Melbourne would rather not file as know nothing will get done and it just humiliates them .
