Has the second wave in Victoria reduced the chances of a third wave getting out of hand?
I expect it has but Victoria is classed as a slow learner compared to NSW and other states. Hardly the envy of the world compared to its peers. And its people had to suffer great hardship and sacrifice thanks to its incompetent leadership.
