All interactions, particularly those involving people actively resisting or fighting are fluid and dynamic, in other words unpredictable and constantly changing. Officers have to respond to that, usually instinctively, usually they will revert to their training but occasionally the odd one won’t!
A stomp to the head, albeit it didn’t appear overtly aggressive, is NOT a taught or condoned action, for that the officer responsible should face disciplinary consequences.
As far as your question goes, I will admit it is starting to seem that way, who knows what dan the man is demanding of vice police?
