Immobilise them like they are trained to do.
Training which, presumably, precludes gripping them around the neck.

If a male policeman doesn't have the ability or the know-how to immobilise a female a lot smaller than him, he should be re-trained in the appropriate methods of doing so.

Otherwise, be disengaged from public duty.
