There are always debt covenants attached to projects such as achieving commercial production before being allowed to reallocate liquidity and financing into new projects.
They clearly chose Bodangora over Cherry as the next development project (and rightly so in my opinion). Larger scale, better financial metrics (need to remember that CEFC gave Infigen 80m, the VRET wasn't established until 2016 under Andrews)
