Anyone previously opened it's borders for one reason or another have been exposed to bombing civil unrest splitting into multiple quasi states and nationalities exposed to nation building etc. So I don't blame Chinese for keeping its cards close to its chest. Another thing just look at USAs experiences with blm which has not much to do with blm. Funny stuff goes around so we all need to be extra careful before any serious move.
