No good building dams during a drought
Er, no, I guess the best time is, well, anytime?
Dams take decades to build and plan, and most will experience many climate cycles during the building period.
In this discussion there is no mention of the fact that dams turn useless unproductive land in to productive land producing abundant food.
Desal water will never be used for irrigation to produce food. Dams cannot be compared with desal plants.
