The sub-header in the introductory statement from the relevant two Ministers, Jennings (Climate) and Batchelor (Energy) reads
'With this white paper, Victoria now has a specific action plan for the next four years, clear targets for the future and the most receptive and supportive investment environment in Australia for renewable and low-emissions energy.'
A search on low-emissions turns up references to coal, vehicles, transport... and examination of the feasibility of a feed in tariff for low-emissions techs and a requirement for solar or low emissions hot water in new homes.
