Seems ironic a Hotel being used for quarantine would employ contract staff who work at multiple sites and travel widely.

Chances are the same subsistence living stereotypes you see making beds, cleaning carpets, checking your carryons at airports, etc aren't necessarily trained in the ways and cares of a first world country, sometimes even rudimentary English.
