TED Baillieu has declared war on unions as strike action looms at Victoria's controversial and delayed desalination plant in Wonthaggi.
The worried Premier has vowed to overhaul the state's industrial relations policy.
It comes as the plant builder claims it is having to chase employees out of sheds after breaks and constantly monitor them to ensure that they are working.
A Government spokesman said new rules would give workers stronger rights to decide whether or not to join a union.
Companies in breach of those revised industrial relations principles would be denied State Government building and construction work, the spokesman told the Herald Sun.
The change would mean "closed shop" building sites, where only ticketed union members can work, would be a thing of the past.
