Dan Andrew has accommodated the ex police commissioner, Graham Ashton, preference for having the enforcing of the quarantine outsourced to some unskilled, underpaid and undertrained workers.
The consequences of Andrew' spineless and superficial compliance to Ashton preferences will be endured by all Victorians for years to come: he's a spineless 'leader'.
