IMO once there are enough ICEs on the road with qualified
Co2 specs (the ADR spec posted on new vehicle class M vehicles came into effect about 7 years ago from memory)
the States will likely go for rego based on CO2 emissions rather than the # of cylinders .
Take the Republic of Ireland for example:

The CO2 regime was implemented there in June 2008 with all cars older
than that having the original CCs variable tax rate.
This has skewed the used car values.
