I don't believe there is corruption in the FDA, but I do agree that the FDA is "broken" as it is worded in that article. There are many issues with the way they assess new drugs/devices, often favouring big pharma who have the resources to tick all the regulatory boxes. There are things like 510ks as well which are great for investors/companies as they provide for quick clearance of medical products, however fail to adequately assess efficacy and safety.
Just because an institution is inefficient/ineffective doesn't mean it is corrupt. If the FDA itself was corrupt this would have been proved long ago and there's no way the FDA would be one of the most highly regarded regulatory agencies if they failed to act on that corruption
