The takeaway for me from that presentation is the 'brownfields' projects' are meeting demand but the commodity prices are not yet high enough to "bring in the greenfield projects". From that, I am taking it that the prices will rise and ALK will get its day but it still is a little way to go.
fwiw ... after watching the presentation I did a little 'surfing' and found this. I was a little taken aback... the production methods for rare earth magnets [if this is generally representative] look very backward to my eyes and hardly capable of servicing the coming demand...
