My understanding he's playing somewhat of a broader role....they can't ignore him given his own and his associates collective holding. That won't necessarily mean he gets to dictate strategy or terms. It has to be a reasonable, rational and focused negotiation.
Most importantly his own interests are strongly aligned with shareholders. The sign-on deal reinforces this point. And SW little finger appears to have more finance craft than either PAR or Bell's cookie cutter model.
Nevertheless risk remains until we have more transparency on P3 funding and/or their ability to monetise the asset.
