The government is in a very tricky situation and it is quite sensitive.
Two options for them:
Reneg against the entire gas industry and invoke sovereign risk for investment. This is a fundamental change so will be wipespread putting nsw back into the stone age and uncompetitive, Then nsw consumers should stop complaining about higher energy prices and high unemployment. This will be the next election debate.
The most likely option is keep things as they were but put in place clearer procedures to mange the energy industry and also the protestors.
