Because the Dems want to increase the voter base however and to whoever they can.
The Reps want to decrease the voter base however and from whoever(mostly black and brown voters) they can.
The problem you have is that the state Governors, a majority of whom are Republican, who have the ability to follow through on your 1920's utopian wishlist, don't because it's wildly unpopular amongst the bulk of the population. So what you are left with is the Dems with the loudest voice lobbing rocks over the fence.
