Anyone who has been in RCE for awhile knows this is how they operate. Wait for the great news and then do a capital raise for the next step in trials. I don't think they'll do a raise until they have news from the next set of hopefully positive news.
Remember the CEO and board have a big chunk of shares and don't want dilution anymore than we little fish do.
