When an operator finishes with a licence area all data including drill logs,well data, seismic and the like are normally passed over to the sovereign authority.
Any new operator who comes in later is normally given access to all the previous data by the sovereign authority.
Being older data the new operator will most often reprocess any seismic. Technology has moved on so much in this area that often old data can be reprocessed through new software and reveal far more than was able to be interpreted even just a matter of a few years before.
