. It's my opinion that ETM will continue on existing in Limbo and nothing will happen for more years to come!?....

This IS a goal of the eco-terrorist playbook. Create delay after delay in order to wear them down, bleed their cash (ETM in this instance) while they fight to get their permit(s). (and too often, a company is forced to go into debt or dilute their shares by selling more to raise cash to continue to fight/exist)

And the primary reason it works? Cause a lot of the time, for the eco-terrorists (including govt employees, judges, special interest groups), its not
their own money at risk. And in almost all cases where its used? They face no personal consequences/accountability for the damages they create/cause.
