I think a lot of women who do it indiscretely are doing so just to make you feel uncomfortable. Reacting as you suggest is just one up to them.
Maybe approaching them and asking what time it is, faking total oblivion to the feeding, would work better (especially if her watch hand is holding the baby)? Admire the baby's feet ..... that sort of thing.
