IMO, that's exactly the sort of report they would release...takes the heat off them. Also unlikely that Viking would want to make it their focus with a report like that hanging over it.

More likely the report pointed to a number of issues and practices where the operator could have done a much better job...now that's something you wouldn't want to promulgate!

Btw, the driller tries to do exactly what the operator asks for.
