Totally agree, triage.
First of all, lets look at the area where this took place. It was once the legendary "Tombstone" of Western fame, the site of the equally famous "Gunfight at the OK Corral" ......
in her recent election campaign, Gabrielle Giffords' opponent stood in campaign adds with an assault rifle......
His name was Jesse Kelly. Gifford was accused of not doing enough on controlling immigration on the Mexican Border.
He even threw a "target shooting event" to target her removal from office. Her opponent was "Palin endorsed"....

Giffords was PRO-gun, and had her own Glock 9mm. The judge who died also "carried", and was active in shooting, but had been to church & obviously left his gun at home.
Giffords had received numerous death threats, hence her 9mm.

So why did Loughner do it? Reports have surfaced that he had been acting strangely, and that he had previously been charged with a drug offence. A taxi driver who took him to the proximity of the shooting described him as calm.

Was he mentally vulnerable to suggestions? Did someone put him up to it? There will be a lot of news on him. But will it be the truth?
Possibly, Loughner had help:
"In September, Mr. Loughner filled out paperwork to have his record expunged on a 2007 drug paraphernalia charge. Although he did not need to bother he had completed a diversion program so the charge was never actually on his record the incident stuck in the mind of Judge Jos Luis Castillo of Pima County Consolidated Justice Court.
It was unusual, for one thing, the judge said, that anyone knew how to go about filling out such forms. And the judges review of the court record showed that Mr. Loughner had completed the diversion program in 2007 in almost record time and had been very polite, with nothing to indicate the kind of behavior that was to come. "
