I think what he meant was that there may be a lot of unsophisticated mum and dad holders (possibly from the TOL in specie distribution). These holders would just follow whatever the board recommends. Sometimes it is more difficult with instos, for example, Qantas. They are difficult and want to squeeze every last drop of blood.
